The City’s Economic Support Team has planned for a COVID-19 small business and COVID-19 service organization grants. 
The City has the opportunity to award up to $600K in small business grants. Additionally, $70K has been allocated for service organizations that are providing COVID-19 relief operations for the public within the City of Mill Creek.

Finally, the City is offering a complimentary HAND SANITIZER STATION (with refill). There is no cost and will be available for pickup in approximately two weeks. Here is a picture of the hand sanitizer station.

Agreement Dates
November 4, 2020:  Application is due by 5 p.m. including the Grant Agreements (see below) with required supporting documents.
November 10, 2020:  Awards will be announced, and checks mailed.
November 30, 2020:  Funds from the grant to be expended (end of grant term).

How Do I Apply After Reviewing the Documents?
• Complete and sign the Agreement Form (see below)
• Scan/attach all required documentation listed on Page 10 to be eligible.
• Include your grant ask amount with breakdown of justification (example: payroll, rent, etc.). 
• Return completed packet to [email protected] by November 4, 2020 at 5:00 p.m.

Economic Support Eligibility – Small Business Requirements
1) Physically located in Mill Creek with a current and active Unified Business Identification Number (UBI) and City of Mill Creek business license endorsement.
2) Must have 50 or fewer full-time equivalent employees as of April 1, 2020.
3) Must demonstrate a minimum 25% reduction in gross revenues versus prior year (including a reduction of at least $10,000) due to negative impacts caused by the COVID-19 pandemic from Apr 1 to Sep 30, 2020.
4) Must demonstrate a minimum of $10,000 of normal operating costs and expenses from Apr 1 to Sep 30, 2020. Grants awards will not exceed the documented COVID-19 related loss.
5) Must not be involved in the production, processing, promotion, distribution, or sale (wholesale or retail) of marijuana and cannabinoid products, concentrates, or extracts; and
6) Must meet all other eligibility requirements specified in the grant agreement and Federal terms and conditions.

Economic Support Eligibility – Service Organizations Requirements
1) Provide a COVID-19 relief initiative supporting the City of Mill Creek’s residents in need due to the pandemic. 
2) Provide a narrative of the relief program and demonstrate how it assists those City residents that are experiencing financial hardship due to the pandemic.
3) Must submit backup for incurred costs or provide the City with the expense backup after the initiative.
Grants awards will not exceed the documented COVID-19 related expenses.
4) If applicable, the service organization will return all remaining funds to the City (City will return to the Dept. of Commerce).
5) Must not be involved in the production, processing, promotion, distribution, or sale (wholesale or retail) of marijuana and cannabinoid products, concentrates, or extracts; and
6) Must meet all other eligibility requirements specified in the grant agreement and Federal terms and conditions.
