Public Hearing on Development Agreement for The Farm Set for March 26

A rendering of the proposed developmentThe Mill Creek City Council has set a public hearing on the Development Agreement for The Farm at Mill Creek for Tuesday, March 26. It will occur at 6 p.m. in the City Hall South Council Chambers, 15728 Main St. The purpose of the public hearing is take public comment only on the issues contained in the Development Agreement.

The developer also will hold a second open house about the project on March 13 at 5-7 p.m. at the Mill Creek Senior Center, located in the Vintage at Mill Creek development at 4111 133rd St. SE.

The site plan for the proposed developmentThe proposed project includes over 100,000 square feet of retail/commercial uses, and 355 residential apartments. The project site falls within the City’s East Gateway Urban Village (EGUV), which was zoned in 2008. The project is located on the parcel of land southeast of the intersection of 132nd Street SE and 39th Avenue SE in Mill Creek, west and adjacent to the Vintage property where the Mill Creek Senior Center is located.

The Development Agreement under consideration by the Council identifies several public benefits including:
  • A 50-year lease at no cost to the City for 500 square feet of municipal space with basic tenant improvements.
  • A private parking lot on the site will be designed for use as a public gathering area for things such as markets, festivals and concerts; a public restroom and water fountain will be constructed near the gathering area.
  • The developer has purchased approximately 61 acres (the former Pacific Topsoils site), which will be rehabilitated as a wetland park. It will include an elevated footbridge connecting the proposed development to the wetlands, and will feature trails, interpretive signage and additional offsite parking.

A binding site plan application for The Farm was submitted in March 2018 and deemed completed in April 2018. As part of the EGUV zone district development regulations, a development agreement is required to be approved by the City Council prior to the City issuing the State Environmental Threshold Determination (SEPA) on the binding site plan application.

The Mill Creek City Council held its first study session on the project on Feb. 19. During this meeting, City staff presented background information on the EGUV zone and The Farm developer presented his vision and details associated with the project. A second Council study session took place Feb. 26. Additional project information is expected to be shared at upcoming City Council meetings on March 12.

The public can comment on the Development Agreement during any study session at the beginning or the end of the meeting, or during the scheduled public hearing. Written comments about the Development Agreement may be submitted to the City Council at any time.

Following approval and execution of the Development Agreement, the proposed binding site plan application undergoes an environmental analysis, following which the SEPA Threshold Determination is issued and has an additional 14 day public comment period. Next, the proposal is reviewed by the City’s neutral hearing examiner. The public hearing is advertised 10 days in advance of the date it is held, during which time the public can submit comments to the hearing examiner for consideration. Further, the public may provide written and oral comments and feedback at the hearing.
