The City of Mill Creek operates within the Council-Manager form of
government which is characterized by a separation of executive and
legislative powers and a system of checks and balances patterned after our
traditional national and state governments. This form consists of
seven Council Members elected at large to four-year terms. Every two years,
the City Council elects a Mayor and Mayor Pro Tem from its members.
The Mayor serves as the chair of
the Council.

The City Council is the legislative body of the City. As such,
the Council enacts laws and policies through the adoption of ordinances and
resolutions. Through these legislative actions the Council establishes
priorities for the
City Manager and City staff and
develops strategies and objectives designed to direct the City's mission.
The City Council meets regularly on the second and fourth
Tuesday of each month at 6:00PM. In addition, a work session is held the first Tuesday of
each month, at 6:00PM, to discuss current issues.
The City Council is also responsible for making appointments to
all City boards and commissions, with the exception of the Civil Service
Commission.
