The Department of Community Development is divided into two related divisions: Planning and Building.

The Planning Division is involved in both long-range and operational planning activities. Long-range planning deals specifically with the development and monitoring of the City’s Comprehensive Plan and required elements mandated by the State's Growth Management Act (GMA), coordination of planning efforts with surrounding jurisdictions, and involvement in regional growth strategies. Operational planning deals with the implementation of the Comprehensive Plan through the preparation of GMA-mandated land use development regulations; park acquisition, design and development; and administration of applications for land use proposals and developments.

The function of the Building Division is to review all applications for building permits; conduct inspections of construction in progress for conformance with the Uniform Building Code, Uniform Plumbing Code, Uniform Mechanical Code and related standards; the Washington State Energy Code, the Washington State Ventilation and Indoor Air Quality Code, and City Ordinances; and coordinate with Fire District No. 7 for enforcement of the Uniform Fire Code. In addition the Building Division is responsible for enforcing sections of the zoning and subdivision codes.
