Mill Creek Permit Guide Eases Confusion

An image of the permit guidelines.

Permit requirements can be confusing for people when starting a residential building or landscaping project. To make things easier, the City of Mill Creek has created a guide to permitting.

“We want to make the process or building or remodeling as simple as possible for Mill Creek residents,” said Tom Rogers, director of Mill Creek’s Community and Economic Development department. “It’s easier to start a project in the City when you know how to proceed before starting out.”

Permits are required for projects such as:

  • Adding carports and garages
  • Building fences, including replacing an existing fence
  • Interior remodels
  • Tree removal

Permits are not required for:

  • Painting, wallpapering, or installing flooring, cabinets, countertops and similar work
  • Installing playground equipment
  • Maintenance of existing landscaping or tree pruning
  • Installing rooftop solar panels meeting exemption criteria

See the full guide or get additional information online at

For any questions related to building permits, call the City’s Community and Economic Development department at 425-551-7254.
